In a series of discussion papers and reports, the Ontario Power Authority (OPA) has outlined its draft strategy to meet Ontario's electricity needs over the next 20 years. This report describes the key components and weaknesses of the OPA's strategy; and provides recommendations with respect to a quicker strategy to phase-out coal that provides greater certainty, and a lower-risk and lower-cost strategy to meet our electricity needs to 2025.
